Overview
Mission Statement: The Starlite CSD (Community Service District) is managed by a board of volunteer community members whose mission is to:
Provide: Well water to homes that meets all standards required by the California Safe Drinking Water Act (CCR Title 22).
Manage: A supply system at a reasonable cost that is sustainable, and provides adequate water for domestic use, landscape irrigation, and fire protection.
Maintain and Upgrade: The supply system to be redundant and resilient in the face of wildfire, power outage, earthquake, or other less predictable challenges.
Quarterly Board & Community Meetings: The board meets quarterly with community members encouraged to attend.
Water rate and fees:
Water Rate: $1.21 per 1000 gallons
Service Charge: $20.18 per month per connection

System Updates
· Proposed Rate increase. The proposed rate increase was Adopted on June 30th, 2026.
o There were 17 protests out of the 75 properties.
o FY 27 rates will increase to $1.21 per 1000 gallons used and a monthly service fee of $20.18.
· Forest Service Permitting:
o The permit paperwork is complete and has been submitted to the Forest Service for approval with support from homeowners, Melissa Totheroh and Catherine Strand. Thanks to both for their support and guidance through this process. The Starlite CSD now has an operating permit for the tank on the Forest Service land.
o In the future, a fence and gate will need to be constructed to limit access to the Forest Service land and water tank.
· Expansion into Well 9:
o The next steps for Well 9 is to determine viability and cost to bring this well online in the future. This includes reviewing established easements; determining the best option for electricity: solar, propane, and/or SCE; and identifying permitting costs.
o This is a long-term project with many moving parts. Updates will be provided to homeowners as the project progresses.
Treasurer's Report:
· The FY 27 budget was reviewed and approved by the Starlite CSD Board on July 13, 2026. Homeowners can review the budget details here.The budget reflects updated rates and the increased costs for system maintenance as detailed in the rate increase proposal.
· FY26 Water Billing process: For the billing cycle for Fiscal Year 27, Homeowners will be billed using the new rates with the exception of the monthly service fee.
o Monthly Service Fee: The existing monthly $8.00 fee will be billed for two months. The new monthly fee of $20.18 will be billed for the remaining 10 months.
o Water Usage fee: Water usage will be billed at the new rate of $1.21 per 1000 gallons.
o Any adjustment based on actual usage will be billed at the old rate of .90 for every 1000 gallons.
As a reminder, there is an updated homeowner communication cadence.
· Regular and Ad Hoc Board Meetings and Notices: Based upon feedback, day-to-day notices and communication will not be placed on the community board. This information will be available on the Starlite CSD website. Homeowners can access this information here: https://www.starlitecsd.org.
· Emergency Information: Emergency information will be sent via email or group text. Email will be the primary vehicle for notices to a large number of homeowners. Texts will be used for specific homeowners issues. This includes water conservation notices, boil orders, or any information that is time bound and requires immediate action from the homeowners.
· Community Board: Information on the Starlite CSD community board will be limited to required emergency posting and website navigation information. Board meeting agendas and minutes will no longer be posted on the community board as this information is available at the Starlite CSD website.
